こうせいろうどうしょうは さいていちんぎんを ぜんこくへいきんで 31えん ひきあげ じきゅう961えんに することにしました。この ひきあげがくは かこさいだいに なるいう にゅーすです。このにゅーすを とおして 「さいてい」や 「へいきん」など よくつかわれる ひょうげんを まなびましょう。
Koosee-roodoo-shoo wa, saitee-chingin o zenkoku-heekin de sanjuu-ichi-en hikiage, jikyuu kyuuhyaku-rokujuu-ichi-en ni suru koto ni shimashita. Kono hikiagegaku wa kako saidai ni naru to iu nyuusu desu. Kono nyuusu o tooshite, 「saitee」 ya 「heekin」 nado, yoku tsukawareru hyoogen o manabimashoo.
The Ministry of Health, Labour and Welfare proposed to raise Japan’s average minimum wage by about 31 yen making the nationwide average minimum hourly wage to be 961 yen. The minimum wage differs from prefecture to prefecture, and the current （national） average is 930 yen per hour.
Explanation
「最低賃金（saitee-chingin）」 means “minimum wage,” that is, the lowest wage that an employer can pay a worker. That applies to all workers, whether they’re full-time or part-time. In Japan each prefecture sets their own minimum wage based on national guidelines. Employers are required to pay all of their workers that amount or higher. It’s against the law for them to pay less. 「最低（saitee）」 means “minimum.” It can refer to a number, degree, or amount of something.
We often use it to express that a certain numerical value is the lowest amount possible. Let’s take 「気温（kion）」 or “temperature” as an example. 「 1 日の最低気温（ichi-nichi no saitee-kion）」 refers to a day’s lowest temperature. On the other hand, 「最高気温（saikoo-kion）」 means “highest or maximum temperature.” 「最高（saikoo）」 is the opposite of 「最低」.
「平均（heekin）」 means “average” .「平均」 refers to the middle point of a set of figures. So 「平均気温（heekin-kion）」 means “average temperature.”「平均賃金（heekin-chingin）」 means “average wage.”

「大事（daiji）」 means “important.” The story explains that the industry panel decided it was a priority to 「賃金が低い人の生活を守るこ（chingin ga hikui hito no seekatsu o mamoru koto）」, that is, “protect the livelihood of low-wage workers.” 「大事」 is also used to mean “valuable” or “precious.” For example, 「パスポートは大事なものなのでなくさないでください。（Pasupooto wa daiji na mono nano de nakusanaide kudasai.）」 means “Your passport is a valuable item. Please do not lose it.”
We also use 「大事」 when we want to wish someone well when they’re ill. 「どうぞお大事にしてください。（Doozo odaiji ni shite kudasai.）」 means “Please take care of yourself” or “Get well soon.
このあと、都道府県は会議で決まったことを参考にして、今年の秋からの新しい最低賃金を決めます。
