The global average temperature hit a record high this year. As the effects of extreme weather due to climate change spread around the world, the number of people forced to flee their homes is growing sharply. Experts say the rise in climate migrants, or "climate refugees," could destabilize the world, but the international community has yet to set a legal framework to help these people. What should developed nations, which bear a greater responsibility for causing climate change, do to tackle the problem?
