Rain turns to snow: weather and transportation information for areas affected by the earthquake

The weather is worsening on Sunday in the Noto region of Ishikawa Prefecture, where the magnitude 7.6 quake hit on New Year's Day. The region is experiencing rain and snow in the mountainous areas. On the plains, the rain is expected to turn to snow.

Japan's Meteorological Agency says that the cold air mass is strong for this season and it is moving in over the Hokuriku region and Niigata Prefecture.

In Ishikawa Prefecture, up to 60 centimeters of snow is expected in mountainous areas and 25 centimeters on the plains. In Niigata Prefecture, 90 centimeters of snow is forecast in mountainous areas and 50 centimeters on the plains during the 24 hours till noon on Monday.

Snow is also expected in Toyama Prefecture. 70 centimeters of snow is forecast for the mountainous areas there and 40 centimeters for the plains. In Fukui Prefecture, 60 centimeters of snow is expected in mountainous areas and 10 centimeters on the plains.

More snow is forecast to fall later on.

Wajima City, Ishikawa Prefecture at around 11 a.m.

In the Noto region, the weather forecast as of 5 a.m. says temperatures will drop to around zero to one degrees Celsius from around 9 p.m. on Sunday in Wajima City, Suzu City, Anamizu Town, Noto Town, Nanao City, Shika Town and Nakanoto Town.

The rain is likely to turn to snow and it is forecast to intensify even on the plains through Monday morning.

Also in Hakui City and Hodatsushimizu Town, the rain is expected to turn to snow Monday morning.

The cold air mass may become stronger than expected.

Weather officials are calling for caution as heavy rain in areas where soil grew loose from the quake may result in mudslides.

They also say that snow can hinder visibility, making it difficult to identify irregular conditions such as caved-in or cracked roads.

The officials are warning that heavy snow can result in icy roads and cause traffic disruptions.

Here are the effects of the earthquake on transportation systems.

Trains

East Japan Railway Company says the Hokuriku Shinkansen bullet train is operating as usual on Sunday.

West Japan Railway Company says limited express and local trains on the JR Hokuriku Line are also operating as usual.

The company says it will take at least two weeks to restore services between Takamatsu and Hakui stations on the JR Nanao Line because of damage to railway facilities. It is unclear when services between Hakui and Wakuraonsen will resume.

West Japan Railway Company says it will reimburse or change the validity of tickets that are due to expire on Thursday. Reimbursements will be made with no fee, as the earthquake caused the cancellation of train services.

The Noto Railway, connecting Nanao and Anamizu suffered major damage to its tracks. It remains unclear when the entire line will be restored.

IR Ishikawa Railway is operating as usual.

Hokuriku Railroad's Ishikawa and Asanogawa lines are operating as usual.

Flights

Noto Airport around 11 a.m.

At Noto Airport, many cracks have been found on the runway. All flights to and from Haneda have been canceled today.

Commercial flights are expected to resume on or after January 25.

Japan Airlines has cancelled four flights between Haneda and Komatsu, and All Nippon Airways has cancelled two flights between Haneda and Komatsu due to runway restrictions at Haneda.

Meanwhile, the land and transport ministry has said the runway at Haneda where the fatal accident occurred will reopen on Monday.

Roads

We also have information on the roads.

On the Nouetsu Expressway, the sections between Nanao and Nanaojoyama, and between Mii and Anamizu interchanges have been closed due to collapsed roads.

The section between Tokudaotsu and Anamizu on the Noto Satoyama Kaido connecting to the Nouetsu Expressway is also closed.

From 8 a.m. on Sunday, only emergency and vehicles carrying relief supplies are allowed to run between Kenritsu-Kangodai and Tokudaotsu on the Noto Satoyama Kaido, and between Tokudaotsu and the Otsu intersection on the Prefectural Tatsuruhama-horimatsu Road.

Officials ask public vehicles to refrain from using some sections on National Route 249 and Prefectural Route 1.

Meanwhile, Ishikawa Prefecture announced on Saturday that seven sections of several roads in the prefecture may be closed to traffic, as heavy snow is expected from Sunday due to a cold air mass.

Officials also call on people to refrain from non-essential travel to the Noto region, and to use winter tires and snow chains to prepare for the snow if they do enter the area.
