Explanation
「発熱外来(hatsunetsu-gairai)」 has become a common term during the pandemic. It refers to the part of a hospital or clinic where people with fever symptoms go to receive diagnosis or treatment.
When there’s an outbreak of infectious disease, hospitals isolate infected patients in order to protect others who could be at risk of infection. Because fever is one of the symptoms of COVID-19, fever clinics have been set up to isolate those suspected of having the virus. We call these 「発熱外来」.
「外来(gairai)」 means “outpatient.” In the context of today’s story it refers to the outpatient ward itself. 「発熱(hatsunetsu)」 means “to develop a fever.” In Japan, fever is defined as a body temperature of 37.5 degrees Celsius or higher.
しかし、それ以外の人には熱が高くなった場合、病院に行く前に自分で新型コロナの抗原検査をしてほしい、と言います。

People are also urged to get both COVID and flu vaccines.
Explanation
The Japanese writing system consists of kanji, hiragana, and katakana. Of these three, katakana is used to phonetically transcribe words of foreign origin.
Because it’s a rough approximation, some loanwords end up sounding completely different. 「ワクチン(wakuchin)」,which comes from the English word “vaccine,” is one such example. At the time the word was first introduced to Japan, there were no katakana characters that could express the initial “va” sound. So they went with the closest alternative: 「ワ(wa)」.
When the English word “virus” was introduced to Japan, there were no katakana characters for the sound “vi.” So “virus” became 「ウイルス(uirusu)」.
