The Academy Awards were presented in the United States on March 27th. Hamaguchi Ryusuke-directed “Drive My Car” was selected as best foreign film.
Explanation
The official name of the award is “Best International Feature Film,” which was called “Best Foreign Language Film” prior to 2020. The Oscars are an American awards show, so in this context 「外国(gaikoku)」 refers to countries outside the U.S., namely those whose primary language isn’t English. In a more general sense, from the perspective of Japan, 「外国」 refers to countries outside of Japan. Because Japan is an archipelago, all foreign countries are literally overseas, which is why you’ll often hear the word 「海外 (kaigai)」 used interchangeably with 「外国」.
