Japanese govt. report calls for labor mobility

Japan's labor ministry has issued a white paper that suggests labor mobility is the answer to the worker shortages that are plaguing many industries.

The paper says labor shortages are a growing concern in all sectors in Japan, but especially serious in the construction, transport and postal as well as information and communication industries.

But the report also says the long-term jobless rate has increased. The number of people without employment for at least 12 months jumped to 670,000 in 2021, up 140,000 from the previous year.

The figures also suggest that people have been reluctant to switch careers.
The number of people changing their jobs declined by 310,000 to 2.9 million last year. That is the second consecutive year that the figure has seen a sharp drop.

The white paper says the way to fill the gaps is to improve career consultations and vocational training.
