Russia's President Vladimir Putin called Prime Minister Dmitry Medvedev and other ministers to his official residence outside Moscow to observe a moment of silence for the victims of the Malaysia Airlines crash.
Putin said the incident would not have happened if eastern Ukraine had been peaceful.
Putin blamed Ukraine, saying the government of the territory where the plane crashed holds responsibility for the frightening tragedy. He also instructed the government to investigate the crash.
