Delegates from Israel and Palestine have traded accusations at an emergency meeting of the UN Security Council.
The council held the meeting on Thursday to halt the hostilities between Israel and Hamas.
UN Secretary-General Ban Ki-moon said at the beginning of the session that civilians are paying the price for the continued conflict.
He said it is unacceptable for citizens from either side to live in fear of the next aerial attack.
Ban urged the 2 sides to exercise restraint and called on the international community to help calm the situation.
Palestinian UN envoy Riyad Mansour condemned Israeli airstrikes, saying any more suffering by Palestinians is intolerable and so is Israeli occupation.
Israeli UN envoy Ron Prosor tried to justify the air assaults. He played a rocket warning siren and said Israelis have to run for their lives. He added in Israel this happens everyday and is unforgiveable.
UN sources say an effort is underway to draw up a statement calling for an end to the conflict. But no specific agreement has been reached yet.
