The Ukrainian government says its forces have killed more than 1,000 pro-Russian separatists in one day after it ended a ceasefire.
The government resumed military operations against the separatists after President Petro Poroshenko announced on Tuesday that the government would not extend the ceasefire.
Ukrainian parliament speaker Oleksandr Turchynov said the military's attacks have been effective.
Separatists fought back. They raided a checkpoint on the Russian border in the Donetsk region on Wednesday, killing one soldier. They also fired on a border patrol unit.
The foreign ministers of Russia, Germany, France and Ukraine are scheduled to hold an emergency meeting in Berlin, Germany, on Wednesday.
The Russian, German and French ministers will likely call on the Ukrainian government to stop fighting.
