Officials from the fire and police departments gave explanations in plain Japanese.
Explanation
In this context, and word 「消防(shooboo)」 means 「消防署(shooboosho)」, or “fire department.” 「警察(keesatsu)」 means 「警察署(keesatsusho)」, or “police department.” The phrase 「やさしい日本語(yasashii nihongo)」 is often translated as “plain Japanese.” That’s Japanese that has been simplified so that it’s easier to understand. The adjective of 「やさしい日本語」 is 「やさしい(yasashii)」, and it has two meanings: “easy,” as well as “kind” or “thoughtful.” 「やさしい日本語」 isn’t just for people who aren’t fluent in Japanese. It’s to make information more accessible to all members of society.

Explanation
「あわてないで(awatenai de)」 means “keep calm” or “don’t panic.” The verb 「あわてる(awateru)」 means “to be flustered” or “to panic.” If something unexpected happens and you scramble to react or respond, we say 「あわてて(なにかを)する(awatete [nani ka o] suru)」, which means “do something frantically.” A similar but subtly different phrase is 「急いで(なにかを)する( isoide [nanika o] suru)」, which means “do something in a rush.” 「急いで(isoide)」 refers to doing something with speed or urgency, whereas 「あわてて(awatete)」 is about being in an agitated or confused state.
